I don’t understand….why did they wait until the end to say this?

I mean it’s not like Globalalive was hiding this fact and only few hours ago, the CRTC magically found out.
They know about it, so why did they allow the company to blow so much money and building network and then to be told: “SRY GUYZ, CANT SAVE CNDIANS FROM PRICE GOUGING. WHO WILL PAY OUR BILLS THEN?”
